Pacific Meta Inc. (Headquarters: Minato-ku, Tokyo; Representative Director and President: Shota Iwasaki; hereinafter “Pacific Meta”) and TMI Associates (Tokyo; hereinafter “TMI”) have formed a strategic alliance to jointly support global blockchain companies entering the Japanese market.
Through this alliance, the two firms will coordinate support across digital assets, blockchain businesses, stablecoins, tokenized real-world assets, and other areas of onchain finance, including regulatory feasibility, license requirements, business model fit, entry mode selection, and operational launch in Japan.
Why Japan, Why Now
Japan remains one of Asia’s most regulated and commercially significant blockchain markets. At the same time, global companies entering Japan often need to assess regulatory requirements, licensing implications, corporate structure, operational readiness, and go-to-market strategy in parallel. These early-stage considerations can create long lead times and significant upfront costs.
Pacific Meta has supported global blockchain companies with Japan go-to-market strategy, regulatory coordination, sales representation, partner development, and operational execution. TMI brings legal expertise across digital assets, financial regulation, and transactional matters.
By combining these capabilities, the alliance is designed to give global blockchain companies a clearer and more executable path into Japan from the earliest stage of market entry assessment.
Scope of the Alliance
The alliance covers a broad set of activities related to Japan market entry for global blockchain companies, including:
- Joint diagnostic and advisory engagements assessing regulatory exposure, license requirements, and business model fit under Japanese law
- Coordinated advisory on entry mode selection, corporate structuring, and operational launch
- Joint client engagements across Pacific Meta’s and TMI’s networks
- Knowledge sharing on emerging regulation across digital assets, stablecoins, tokenized real-world assets, and other onchain financial products
Specific service packaging and engagement models will be developed iteratively through actual client work.
What This Enables
For global blockchain companies, successful Japan entry requires more than legal analysis alone. It requires a practical understanding of how regulatory requirements, partner selection, sales strategy, local operations, and implementation fit together.
Under this alliance, Pacific Meta will support early client engagement, business model assessment, go-to-market design, sales representation, and implementation support, while TMI will provide legal and regulatory expertise. Together, the two firms aim to help global companies evaluate the Japanese market more efficiently and move from assessment to execution with greater clarity.
Future Outlook
Pacific Meta and TMI will work together on joint client engagements and knowledge sharing related to Japan market entry for global blockchain companies.
The two firms will focus on areas with increasing implementation potential in Japan, including stablecoins, tokenized real-world assets, onchain finance, blockchain infrastructure, and enterprise adoption. Through this alliance, Pacific Meta and TMI aim to support global companies in building compliant, commercially viable, and operationally executable businesses in Japan.
Comment from Haruo Narimoto, Partner, TMI Associates
Japan’s blockchain sector is at a major turning point, as regulatory reforms—including the transition of crypto assets to the Financial Instruments and Exchange Act framework and related tax reforms—advance alongside the real-world implementation of stablecoins and tokenized deposits. At the same time, when global companies expand into the Japanese market, the legal costs and lead time required to navigate regulatory compliance and licensing requirements have been one of the major barriers. By combining our firm’s legal expertise in digital assets and financial regulation with Pacific Meta’s strong business execution support, we will help global companies enter Japan and ensure that outstanding solutions from abroad are made ready for adoption in the domestic market.
Comment from Andy Hung, Head of Alliances, Pacific Meta Inc.
In Japan, the real-world implementation of blockchain-based financial infrastructure is accelerating, from regulatory reform moving crypto assets under the Financial Instruments and Exchange Act to major banks exploring the issuance of yen-denominated stablecoins. For Japanese enterprises to confidently evaluate and adopt the best blockchain solutions from abroad, the global companies providing those solutions need a reliable way to align with Japan’s laws and regulations. By working alongside TMI Associates, whose expertise across digital assets and onchain finance is widely recognized, we aim to support both the regulatory readiness of global projects and confident, well-grounded collaboration with Japanese enterprises.
